Welcome to the Vanuatu Citizenship by Investment Program. In January 2017, the Government of the Republic of Vanuatu launched their Development Support Program (VDSP) for the purpose of raising funds to support infrastructure and promoting economic development of Vanuatu. The DSP was enacted by the Vanuatu Government under the Citizenship Act (CAP 112) with the powers conferred on the Prime Minister by Section 20 of the Citizenship Act (112) Order No.215 of 2016. Pursuant to the Order, candidates may apply for Vanuatu Honorary Citizenship by contribution of USD 260,000 per application to the Government of Vanuatu.

On August 24, 2017, the Prime Minister of Vanuatu, in the official Gazette, published that he replaced the DSP. From this time, the Honorary Citizenship will be offered for US$ 143,000 incl. Government and due diligence fees. The citizenship acquired under the DSP program is fully recognized by the Government of Vanuatu and the nationality is regarded as Ni-Vanuatu. Those applying for and receiving Vanuatu Citizenship under the DSP have the full right to reside in Vanuatu at all times and the passport is renewable upon expiry. Honorary Citizenship is hereditary. Vanuatu Citizenship by Investment Costs

Vanuatu Citizenship costs. Perhaps the most important question besides the other advantages of the Vanuatu citizenship program is the question of the costs. How to apply for Vanuatu Citizenship by Investment Program

How to apply for Vanuatu citizenship. Application processes especially when dealing with bureaucratic and legal processes are usually difficult to understand. We try to explain the application process for the Moldovan Citizenship by Investment Program as simply as possible. During the entire application process, our experienced consultants will be happy to help and advise you at any time. The Moldova Citizenship Program is open to apply for all interested applicants. Even stateless persons can participate in this program. The application process is divided into the following five points.

Application Process

  1. Principal applicant must provide a clear copy of his/ her passport and a non-refundable processing fee of 5.000 US$. The background check may take up to 3 working days. Ensure that your personal asset statement is over USD250,000 and send a copy (in case of a family application, each family member who is 12 years old and above, should submit their passport copy).
  2. Relevant government authorities issue a written report after the background checks are completed. At this stage, the applicant will enter into a written agreement with the Citizenship Commission’s designated agent to begin the processing of the application. The applicant fills and sign all application forms and provides all documents. The payment made to designed Lawyer from the Government in USD Account, Vanuatu of 40% of total costs is due at this step.
  3. A letter is issued by the Citizenship Commission to the applicant confirming the application as APPROVED and COMPLETED. The payment of 30% of total costs is due at this step.
  4. The Naturalization certificate is issued by the Citizenship Commission. The Applicant will pay the payment of 30% of total costs is due at this step to receive a soft copy of the Citizenship Certificate.
  5. The Citizenship Commission issues the Certificate of Citizenship and the passport. Applicant takes their Oath. This will be commissioned by the Commissioner of Oath from the Vanuatu Government. In this ceremony the new Citizen receives their Certificate of Vanuatu Citizenship as well as their new Vanuatu Passport. Note: If the applicant wishes to withdraw the application after it has been approved and completed and before the issue of the Naturalization Certificate, the 40% payment of fees made will be nonrefundable.

Important Note

If the applicant wishes to withdraw the application after the application has been approved and completed by the Government and the application is canceled before the naturalization certificate is issued, the payment of 40% of the fee will not be refunded.

Vanuatu Citizenship Commission – Citizenship Act (Cap 112)

The Vanuatu Citizenship Commission is formed on the basis of the Citizenship Act (Cap 112) – Laws of the Republic of Vanuatu. The full explanation and definition follows from Part 2 which reads as follows.

PART 2 – Citizenship Commission

  1. Establishment of Citizenship Commission

There is hereby established a commission to be known as the Citizenship Commission.

  1. Membership of the Commission

(1) The Commission shall consist of a chairman and not less than four nor more than six other members all appointed by the President on the advice of the Prime Minister.

(2) Subject to subsection (1) members of the Commission shall hold office for a period of 3 years and shall be eligible for reappointment.

(3) A person shall not be eligible to be appointed a member of the Commission unless he is a citizen of Vanuatu.

  1. Resignation and removal of members of the Commission

(1) A member of the Commission may resign his office by notice in writing signed by him and delivered to the President.

(2) The President may remove a member of the Commission with effect from a date notified by him in the Vanuatu Gazette.

  1. Functions and powers of the Commission

(1) The Commission shall carry out such functions as are provided for it in this or any other Act.

(2) The Commission shall have such powers as are conferred on it specifically or by necessary implication by this or any other Act and shall generally in addition have such powers as shall enable it to exercise any of its functions.

  1. Ministerial directions and requests

(1) The Prime Minister may give directions to the Commission of a general nature concerning the exercise of its functions or powers and the Commission shall comply with such directions.

(2) The Prime Minister may in writing require the Commission to advise him on any matter relating to citizenship and the Commission shall comply with such requirement.

  1. Meetings and procedure

(1) The Commission shall hold such meetings as its chairman shall consider necessary.

(2) The quorum for meetings shall be the chairman and half the other members of the Commission.

(3)       If the chairman for good cause cannot attend a meeting the Prime Minister shall appoint a member to act as chairman for that meeting.

(4) The Commission shall decide matters before it by a simple majority of the members present and voting. In cases of equality of voting the chairman shall have a casting vote.

(5) Subject to such rules as the Prime Minister may make by Order the Commission may determine its own procedure with regard to the convening and conduct of meetings.

Current taxation in Vanuatu

Vanuatu Taxation. Vanuatu has no income tax. None. Nor any estate taxes or capital gains taxes. In fact, other than enforcing a rather lax 12.5% VAT, Vanuatu has few taxes at all. With such a taxation regime in place for international companies and offshore companies incorporated in the jurisdiction, Vanuatu can rightly be considered as a “Tax Haven” – and one of the most attractive in the World from many perspectives.Vanuatu companies will operate tax free in the tax haven of Vanuatu as long as their earnings are accumulated outside of the tax haven.

Vanuatu offshore business companies and international companies are prohibited by the laws of the country from partaking in business dealings or conducting business on behalf of residents of tax haven Vanuatu. Vanuatu is a pure tax haven for the simple fact that the offshore jurisdiction has no income or corporate taxes for both residents and foreigners.

Zero corporate tax

Vanuatu is also well known for having zero corporate tax, it also has no income tax, no capital gains tax, no estate tax, no wealth tax, no withholding tax, no gift tax and no other personal income taxes. International companies and offshore or exempt companies are very easy to incorporate in the tax haven of Vanuatu. Company legislation allows for the formation of flexible business company structures. Offshore companies legislation in Vanuatu makes it possible for only one director and one shareholder to incorporate a company in tax haven Vanuatu. Directors can be a corporate body or a natural person.

The tax haven of Vanuatu provides excellent offshore banking and banking services to private individuals and corporations.
